Can anyone make out this LW unit?

Can anyone make out what this unit is? It is written on a Soviet POW's prisoner card and he was put to work at Skattøra Seefliegerhorst in North Norway.

the closest we can get is Vollzugsverfügung Kgf.Tlg. 141/IV ??

So far you did read it correct:

Vollzugsverfügung Kgf. Tlg. 141/IV Sflh. (Seefliegerhorst) Tromso vom 11.12.1943.

Sorry, but I cannot identify the abbreviation "Tlg"

Could Tlg. be teilige? would that even make sense??

Sorry, it would not make sense in German language.

It should be "BEteiligt" (and not "teiligte") - and even this does not make any sense. It must be a special abbreviation which we still do not know.

Could an English translation roughly mean

punishment or penal platoon, POW section ?

The reason i say this is because this prisoner had been caught stealing which is mentioned on his POW card in connection with this entry.

as it starts written with a capitel letter "T" it could not be "-teilig". It must be a German substantive given the unit or so. ("Kriegsgefangenen - teilig" does not work)
