Named Helmet With Feldpost #

I read the pinned thread on how to request help on Feldpost numbers; however, I am still confused on how to proceed. Please correct me if I leave anything out...

I picked up a Heer Single Decal M40 helmet named to a soldier "Barella" with a Feldpost number of 26829.

Can someone help me find any entries for this Feldpost?

Is there a list of all the feldpost numbers available to the public? Or is it some like exclusive list? Haha... It just seems like only a handful of people have them and it is sort of a hassle for both sides every time I want to check one.
