There was an SS Oberführer Dr. Josef Plakolm.

I'm NOT an "SS collector," but I find so much convenient data on the inside of a ring highly suspicious, given the overwhelming torrent of fraudulent SS stuff out there. You need to get this scanned clearly and posted in the SS Forum for them who know.

Plakolm was born 22 July 1889. He was apparently an Oberleutnant der Reserve in the Austro-Hungarian army-- not a German.

As of December 1937 he was not an SS officer, suggesting either Austrian or Sudeten background.

    SS Standartenführer 9.11.40
    SS Oberführer 9.11.44

The SS Seniority Lists of 1942 and 1944 show him as a "Polizei-Präsident" with SS assignment to the RSHA. I don't find him in the Einsatzgruppen or concentration camp SS officers lists. As of November 1944 the only decorations he is shown with are "Non Iron Cross" WW1 (one emblem used for "everything else" be it one award or 15 ) and a WW1 Wound Badge.

    NSDAP member number 1,516,641
    SS number 308,219

He held both the SS Honor Sword and Honor Ring. The latter would NOT have borne the details mentioned.

      Josef Plakolm

Josef Plakolm had been a reserve officer in Infanterieregiment Ernst Ludwig Großherzog von Hessen und bei Rhein Nr.14. Commissioned as a Leutnant in der Reserve on the 1st January 1916. Those "Non Iron Cross" WW1 decorations are in fact the Silver Bravery Medal 1st and 2nd Class respectively. He won the "Large" Silver as a Fähnrich in 1915. Born in Gallneukirchen in Upper Austria.

          Chief of Police Linz

Shown as an SS-Sturmbannführer (25 July 1938) in the 1938 Dienstaltersliste having skipped the rank of SS-Obersturmfüher and SS-Hauprsturmführer. His commissioning date as an SS-Untersturmfüher was 17 March 1938, two days after he took over the Polizei-Direktion in Linz.

                  The Plakolm ring

My uncle has the same exact ring. He bought it from a German at a gun show in Florida. I am very disappointed to find out it is not an original memorabilia.

I found a hint in literature dealing also with him:

Hitler's Hometown under Nazi Rule: Linz, Austria, 1938-45
                    EB Bukey - Central European History, 1983 - jstor.org

... important positions in the SD and the Gestapo were in the hands of local men. The
Police President, Dr. Josef Plakolm, for example, was a well-known Linz attorney with
close personal ties to Austrian SS chief Ernst Kaltenbrunner. ...

                      15 March 1938 Linz/Austria:

Die Linzer Polizeidirektion übernimmt SS-Untersturmführer Dr. Josef Plakolm.

Landeshauptmann Dr. Heinrich Gleißner wird in "Schutzhaft" genommen.

15 March 1938: SS-Untersturmführer Dr. Josef Plakolm takes over the position of the Police Praesident in Linz. The Landeshauptmann (like Governor)Dr. Heinrich Gleissner has been arrested.
