Awarded by the Luftwaffe (anti-aircraft) and I'd hazard a guess at a 1943 or later date.

Retirement is great!

I'd guess that your chap might have been a member of (or attached to) the Organisation Todt, on air raid reconstruction work.

Possibly got involved in a rescue under hazardous circumstances, or making safe an incendiary, or something like that.
