I'm wondering if anyone knows of any books or any way to find out which German units were permanently stationed in or around Krottingen from the beginning of the occupation till the end. Thanks.

If you mean Krottingen bei Memel, then Tessin's "Verbände und Truppen der deutschen Wehrmacht und Waffen SS 1939-1945, Stationierungen, Teil 1 Wehrkreise I-VI, Biblio Verlag, Osnabrück 1996 is the book for you.

There is only one unit listed for Krottingen:
Kdr. für Urlaubsüberwachung Krottingen (formed 1942/43 from Kdr. für Urlaubsüberwachung 17. *Jan. 1942; eingesetzt Krottingen bei Memel; seit Winter 1942/43 als Kdr. f. Url.Überw. Krottingen. Neu aufgestellt Febr. 1944 aus 41 (WK VII in Shmerinka), Ende 1944 aufgelöst.
