In answer to your question, both yes and no. NARA stands for the National Archives and Records Administration, the US national repository, primarily here in the DC area.

While there are excellent finding aids on their website, and among the various NARA branches, the vast majority of the material is available only to on site researchers. As to personnel, unit, and military imagery, even the finding aids are available only on site.
