Looks like a stammroll number to me. The guy's personal number within his unit.

Stammroll numbers sometimes icluded the year so in this case is refers to 1938.

No, not necessarily. Maybe the year he was assigned to that unit.

Is it possible to find out through the stammroll numbers the division the soldier belonged to?
It was told me that the helmet comes from a barn near Cassino.... (there is only 1 Jungnickel buried in the Cassino cemetery, but he was 19th.....in the 1938 he was only 13......!!)

In a word, absolutely no chance. The Stammrollen was specific to a particular company.
