I would know quite a lot, and will post it here after work today.

In the meantime, do a Google search for "Fritz Schlessmann" and you'll find at least one online biography (a German site detailing NSDAP figures in the Essen area).

Schlessmann rose to the rank of SS-Obergruppenfuhrer and was acting Gauleiter of Essen while Josef Terboven was assigned to Oslo as Reichskommissar for Norway (1940 - 1945).
