Help with signature on EK II document for KM member!?

Gents,

Can anyone identify the signature on the document below?
To make life hard it is a representative of the Commanding Admiral in France.

I thought it could be Kapitän Hans Hain as he was the 1 Admiralstabsoffizier.....anyone any ideas!?!?
