        No idea who they are looking at them but I'll take a guess at the writing being:
        Generaloberst Lohr
        General Homburg

          The place name could be Swindik near Lublin (Poland)

          and the name of the Generaloberst could be Löhr (Loehr)

                No, that's Löhr. Galland was still an Obstlt. in June 1941 and much younger looking. But I agree: there are similarities in both the physique and face.
