I believe you are referring to http://www.das-ritterkreuz.de? Andras closed down his side and has no intentions to bring the database online again in the near future. I asked him about this and posted an abstract of his response to an earlier thread.

This was also discussed in the Assoc forum, there is another website about RK recipients at http://www.ritterkreuztraeger-1939-45.de/.
