Can Anybody ID This Heer RKT Generalmajor?

    Good day gents,

I picked this image up from Voelander in December. Prior to that he tried unsuccessfully to ID him here on WAF so I thought I'd give it another go. I've scoured the internet and books trying to identify him, but no luck.

The picture is dated 1944 and I can't make out if the name above the date is the photographer or General.

Thanks in advance for your time and assistance.

    vr

    Bob
