As I am sure you already know, I would have to say that in my opinion this badge is a cast copy.

I would agree with Mark. Certainly when viewed from the reverse this badge looks extremely soft. No traces of handfinish on the wreath, and the arrows on the lightningbolds are nothing more than blobs. The lack the sharp cut outs I would expect to see on these badges.
