Finish worn off...? Or...?

Silver eagle and black wreath...? Indicating that the silver has worn off the zinc wreath and that the dark coating has worn off the tombak eagle...? Or could it possibly be an unqualifieds' badge? Even though the hinge, pin and catch are silver coloured...?
