Stands for Steinhauer & Lück. If you do a search on S&L flak you'll find some other examples.

I based this on the hardware.
The eagle looks a bit off looking at the upper claw. Can you post a clear shot of the front?

I agree with the others, it's a good late war S&L.
This flak badge is by a common maker and price should be around $250 IMO.
