Hi Hank,
I don't think that is out of the question. While it appears most makers chose to make their PBs out of nickel silver, some did make them from tombak and put a heavy silver plating on it. So it is possible that you have an example where all the silver plating is striped off, but that would take quite a bit of work to do and is probably heavily messed with. Or possibly a fake, there are very good OM fakes out there.
Post some pics if you can, each one says 1000 words I am told
