Looks like an FLL, but he needs to turn off his flash. I wouldn't commit to anything based on these photos.Ignored Due To Invisibility. -
It does look like an FLL eagle, but on a dip wreath repro wreath. Better pics are needed of both obverse and reverse if you want a definiative answer.
