Would these badges, for whatever reason, ever be made without the lightning bolts being held by the eagle? I tried searching and from what I can tell some were made like this, but no posts seemed to give a good explanation as to why. Some said they are for just a radio operator who wasn't also a gunner? Sounds a little strange to me, but I don't know much about these.

Yes - This was the "Air Gunner / Flight Engineers' Badge". You have it backwards - they were for Air Gunners' who weren't radio operators, so, in turn, no radio operation, no "bolts".
