As far as I can see it is a white matte coating of oxides.

It's not a J2 but a J3 pilot badge.
A textbook Juncker badge in nicklesilver.
Can't see any issues with it.
The spot on the swastika is not solder but a discoloration, most likely just light oxidation.
You can see similar spots on the reverse of the wreath too.

To me, it looks like an hybrid. J3 eagle on J2 wreath

Nice original Juncker. I agree with JC, the eagle looks to be a J3 but on a J2 wreath. Everything else is textbook, nice worn example.
