Hi Ralph,
it has nothing to do with rocket engineering. A scientist involved with rocket engineering would have the membership badge of the German academy for aeronautical research. The zinc plaque you post is for merit and outstanding service as mechanic with more than one year experience working on planes and motorised vehicles. Repair, maintenance.. that sort of things.

Can’t help you with award figures Ralph. They are certainly not rare so it’s safe to assume many were awarded. Imagine how many mechanics were in service that time to keep all the machinery going.
