I could be wrong here, but the chain link leading into the eagle shows a real lacking in detail. As does the anchor and other chain links. Casting ??

It looks okay to me but Souval just didn't make a very nice quality product. It's also possible that Souval even used a casting technique like their Destroyer badge which may account for the poor detail.
