Sorry, but it is a well-known fake.
Frank & Reif did not make U-boat Badges. These Frank & Reif fakes began popping up frequently in the mid-1980s.

Like everyone has mentioned it is a clear fake but please do next time post clearer photos, i know sometimes it is complicated, as some people are not used to computers as much us youngsters.Also if you look in the threads regarding fake U-Boat badges they are really informative and can answer questions about fakes even before you post them. It has also helped me a bunch.
