I'm not an expert, but it looks like a very poor quality fake casting. You can seen the edges of the mold and overall is very uneven.

Almost looks like it was done in brass on bronze too, unless its just odd looking guilding.

Does it even matter if it's real or not? In that condition it would have value only if it came with iron-clad provenance and an excellent story...

It appears to be a very crude attempt at casting, maybe even a cast of a fake badge.
