Kriegsabzeichen Marine-Artillerie Original or Fake?

I would like to help on this piece, I have not got the eagle eye and I find it strange, but I do not understand these parts of the Kriegsmarine.

Do you think it is an original or a fake?

You were right to find it strange. It's a well-known fake referred to as the "Pop-eye" fake, and is sometimes attributed to Staegemeir's "early period".
