well i actually found some more info and i'm not sure if its correct or not, but there apparently was about 30 or these awarded?

Donitz was different from everyone else's because the wreath itself had diamonds inlaid

That was a sarcastic response, as items with that high of a price tag are usually attributed to being owned by well known figures.

Read about Bill Stump's visit with Donitz. If you believe Bill (and some questioned his veracity at times) Donitz said that he had 100 badges made but not all awarded.

Oh, forgot. Donitz gave one to Goring as well so that should be added to the list.
I am not sure if other non German dignitaries or Admirals from Germany's allies were given a badge. I don't think they were handed out like Goring did with the POBwD.

Made of zinc too, cutting corners here. You could expect that they would spare no expence for a diamond grade piece.

                  Ray,

It's not made of zinc, its made of real silver but not hallmarked (none were).

It looks like a good one to me.

I could be wrong but don't the "diamond" badges have holes drilled in the reverse to allow light to shine through (making them more brilliant)?

It would only have been proper for Doenitz to award such a naval badge to Goering. Goering could float.

                        Hi Andy,

The reverse of the swas on the emedals picture is exactly as it should be, without holes.

This badge has come up several times before for discussion.
See this thread which in turn links to another informative thread on the topic:

Just pointing out that the image posted without comment by ethreecee in post #14 has nothing to do with the badge militariaHunter was referring to at the top of the thread.
