I can't tell because it looks like a hodge-podge of features from three different types to me. One of the things that is a problem is that it looks so deteriorated that I really can't look for fine die characteristics. I am basing examination on sold swastika, "high" deck gun, how the flag and con are shaped and the hardware set up. I get one or two characteristics to match one maker and the others don't fit in so I just am no help. Sorry. The only reason I am posting is so you know folks are looking at your badge.

It's an example of the most dubious type of U-boat badge, attributed to the "flatback maker" and quite likely post-war but nobody knows for sure. These are the poorest quality and least desirable of all U-Boat badges, surrounded by controversy similar to the Bacqueville badges.
Some "flatbacks" have a chance of being late war, like possibly the example variation 1.27 on page 130 in the English edition of "The Kriegsmarine Awards" with the wire pin setup, but others are more obviously post-war, and even that example comes with a disclaimer in the book.
