Sorry to say but it is a postwar reproduction
Such reverse setup never existed in wartime Minesweeper badges and maker's mark does not belong to any of accepted wartime manufactures of KM awards.

I don't recall seeing a Minesweeper with this Wagner MM before, only older repro Wound Badges. I agree it is a repro though and Wagner is not a known maker of KM badges. The cut-out on the eagle's shoulders sort of reminds me of Hymmen examples. Bad hardware (especially the catch) though.

Except of wound badges I found fake CABs with same reverse hardware marked with Wagner mm, like the one posted by Brian here:
