A good one IMO. The pitting on the water fountain is most likely the result of wear or zincrot.

I would have expected teo see a crimped in hinge so probably a repair. Also the finish to the wreath isn't really consistant with the worn Water fountain and the reverse wear. Repainted?

I tend to agree with Phil.
Looks like a good one but with repaired hinge, as already commented, these should be crimped in. In fact the whole badge should be identical to the Hermann Aurich Minesweeper badge.
As Phil also pointed out, gold and silver on the front are not consistent with what it looks like on the back. So probably refinished. Still a pretty rare badge though.

I don't have ideas about Frank's IAB.
But after Easter I will take a look on my Archive.
