To me looks good, but I have few experience with these clasps.
The right wings looks damaged.

Yes, even at this low price, better to apply the money to a piece not broken IMO.

The piece is good, but as you already know it is badly damaged. I agree with Don, it appears somebody tried to hand vault it.

A piece like this would have very little collector value. It would also be a tough to try to re-sale it.
