This is the "1st form", M-35 cap eagle for Army (Silver) & Navy (Gold)....was only around for about a year or so....not scarce but less common than regular common version Army eagles.....
The Gold Naval version should be "gilt"/Gold, (meaning brite)....
Can't tell from the picture....looks silver (Army) version to me.....
(No General's version).
