Apparently yes this badge has been awarded:

GENERALADMIRALS OTTO SCHNIEWIND was awarded a FLOTTEN-KRIEGSABZEICHEN MIT BRILLANTEN on Juli 20th 1944.

It's also for sale by Andre Huesken - A cased badge with an award document!

Andre is a good dealer in my opinion and I have had nothing but positive experiences with him over the years. In this case, he made an error. Schniewind was not awarded this war badge in diamonds at any time.

He wants 42k€ for it too?

Well I had a look at it on his site and it is not a bad looking in the pics he gives however they are not very good and he has covered up a rather key part with the old red dot and his watermark.
