It is a Heer badge. Search the forum for the word "helmsman".

Here is one thread showing one on a tunic. These can be found in metal or wire:

i know there is a picture, well actually a drawing of it in a book by brian leigh davis called badges and insignia of the third reich! thats where i recognised the badge from, ive never actually seen one in the flesh
