I cant seem to find anything that matches this setup and eagle head combination. I have also never seen this makers mark before so I would have to say its a fake. But I am sure someone else will add to this post and maybe give a more educated opinion than mine.

EDIT: This badge does look close to a BH Mayer that I have in my files.....but better photos of your badge would be a big help.
