Correct, there's no evidence they were actually worn in wartime. Most discussions revolve around whether or not they were actually manufactured in wartime (after the design was approved), not whether they were ever worn.

No one in his right mind would wear a sniper patch in action which only leaves the possibility of portrait photos behind the scenes (if one didn't mind the stigma).
