it looks like a Frank & Reif to me.

I tend to agree, hard to be sure though because it looks like the eagle's head has been misstruck. Catch is missing too unfortunately, which is sometimes helpful in determining the exact maker.

eagle's head is really worn-slightly damaged from wear so I understand it is quite hard to say...

however, I really do love these badges, that are bend and somehow damaged from wear... it tells the story on it's own
