Yes, of course the badge was delivered to the unit in some sort of package, small bag or box, but as the soldiers stood there, to be decorated, I am certain their commander pinned the badge on their tunic or handed over the badge, but I am quite sure they were not given the badge in the package. Just as you can see from Iron cross ceremonies. Don´t think the paper bag for the IC 2 were given to the soldier. The case for the IC 1 yes. It was of better quality.
I might, of course, be wrong.
