    IMO most likely Kriegsmarine although it could also be Heer.

          with my young Militaria experience i never knew how to recognize the heer eagle from a km one, on ribbons.

            This combination was often worn by Kriegsmarine (Memel Medal)
            but it could also have been worn by a Heer Soldier.
            The long service award eagle for Heer and Kriegsmarine is the same.

                A typical, early WW2 Kriegsmarine grouping.

                In the portrait photo below, a Kriegsmarine petty officer is seen wearing his Wehrmacht 4-Year Long Service Medal in single parade-mount form along with his recently-awarded EK2, Czech Annexation, and Memel Medals, which are simply pinned to the unifirm.
