IMO it is a wrong assumption thinking that an award is "rare" related to their conferment.
They were produced in a big number, regardless if they were awarded or not.
Gold Todt Prizes should be impossible to find due they were awarded to only a handful of persons. But you can easily find one.
Snipers in the Heer were thousands...
