Interesting find, one I haven't seen before either. Looks believable to me. Interesting holes in the middle, the blank planchet must have had holes in it before it was stamped. I am surprised to see that, I had always assumed the blank planchet was a solid piece before it was put into the press.

I too, have not seen an HA planchet before and the holes in the open areas is also new to me. The ones I have seen were solid pieces.
