I would think that there should be a 4yr LS where the SS mini is.

But would be missing some other LS awards. Could it be a Flower War medal? Or perhaps just completely put together with original minis?

Or the SS medal could have been swapped out with another medal to enhance value. No telling, really. In this case, for me, price would be the sum of the parts and that is all.
