What is this badge...?

I have seen this badge a couple of times before, often thinking that it must be a fantasy piece, and sometimes hearing it is supposed to have had something to do with sea rescue units. Does anyone know the story? (Speaking of sea rescue units, I have heard that they had some kind of special insignia to their caps...? Likelihood...?)

I think what that is supposed to be is the cap badge for Maritime Civilian Personnel ( who often performed air-sea rescue )

Hmm... Thanks, Eric - that theory rings a bell somewhere... does anyone know for sure? It's just that the design does not at all seem to be typical Third Reich German - except for the HK - but rather resembling e.g. USN aviator wings...? Compare with RAD, Postal, Railway, Forestry etc. and other civilian insignia...? Well, sorry for bringing it up in the war badges section, but I just got a bit curious...
