My best guess as to the finish differences is the fact that the wreath is Tomback, hard to see in the pic but it is, and the eagle is Zinc.

The wreath on your example is zinc, no doubt about it. Notice the little oxidtion bubbles on the reverse of the wreath, that is classic sign of zinc-based badges. Also the fact that there is a plate under the catch is another sure sign of a zinc wreath.
