Do you have any information what material used to made this Young Cossack School Badge with loops? And shuld it be magnetic or not?

I just got the Detlive 2004 catalogue but there is no information

Really I have four in my collection and now find another one and I would like to know more about this badge but can't find no information . I still believe that I will get some on the GREAT forum
