Well it seems to be just me, so probably nothing to worry about. On all the GWLs I've seen the eye is usually dulled out and the mouth doesnt really look at defined as this one.

I think the angle of the picture is distorting the image a bit. Here is a side by side comparison with another GWL badge. Despite the angle, the face is the same to me. It might also be that the one that started this thread was not stamped as hard as we normally see, which also affects the depth of the features (i.e., notice the leaves look a little softer and not as distinct in some areas).
So at the risk of asking a stupid question...did this badge never get a silver plating ?

The finish may look dark in spots because it was apparently stored in crappy conditions (notice all the black gunk between the eagles legs and on the wing tips). Poor storage conditions will certainly affect how a finish looks and tends to tone down over the years. We've seen this plenty of times with other ground dug badges IMO.
