The outbreaks of the holes are rough (specially near the eagle head) this is maybe the tool was faulty, or "monday made" badge. This detail compare to "ball hinge fake" very similar-but I have "period feeling" with this badge. -

......Looks like a casting to me. Look at the obverse, and concentrate on the eagle's wings(upper edge). That missing material, along with the sloppy cutouts leaves me

Looks good to me as well, but maybe ground dug and then cleaned which would explain the zinc-rot areas on the obverse as mentioned by Bruce.
