Hello, anybody knows the maker of this badge? Is it good or ?

The reverse looks like a Juncker pin/catch setup for a tombak badge but the obverse is not Juncker. Why is there rust near the hinge, is the badge made of steel? Not good IMO.

I think that the hardware on the reverse side not too good,and the head of the bird looks like a lizzard.
But wait for expert collectors opinion.
