Hi John, I am FAR from an expert & just learning PAB's, but I thought I'd chime in before the experts to test myself if OK. IMO it looks like a textbook Gustav Brehmer. So we'll see what the true knowledgeable folks say.

Because everything is wrong with it. Finish, pin, catch, numberplate, rivets, and obverse details are all not what I want to see on one of these.
