Looks like the 1 U Flottille badge (penguin with a blue background) as shown in Gordon Williamson's Torpedo Los book. But why would Heydrich be supporting the Kriegsmarine?

I do find it odd that he is wearing it since he was kickout of the Navy. I guess it goes to show you can take the man out of the Navy but not the Navy out of the man.

I agree,I think its the LW badge with the Owl wearing a monicle with a slogan something like "...gegen England"
