SS 4 year service award, opinions please

Hi guys,

Any opinions? I wanted to sell this on the e-stand and since am not thoroughly familiar with these and know it is not a Deumer, would anybody have ideas of a maker? Hopefully not a fake. This has been bought around 7 years ago. Black finish seems to have been applied in a sloppy way, there are small areas that remained "pure Tombak".

Nice that it has the stitched on pin...and leave it dirty ...just as found it wont hurt a thing. Nice score.
