That's funny, I am almost sure to have seen the very same design on a PAB award document which was illustrated on Forman's book about German documents (volume 1 if my memory serves me). I personally find your packet very strange and would pass on it.

I can only confirm what Denis and Skip say, 100% fake and yes, I have seen those at my "special friends".
